Clifford fired four birdies on the front nine, including three of four on holes Nos. 3-6 to make the turn in 2-under 33. He added two more birdies to go with two bogeys on the back.
Clifford was two shots better than Otto Juhl of Sakima CC, who carded an even-par 70 (34-36).
Douglas Cusick of Tavistock CC, Stephen Arnold of Yardley CC and Sean Davy of Medford Village CC, each posted 1-over-par 71s.
Thursday’s qualifiers will join 36 other players who qualified earlier this week at Honeybrook Golf Course and 55 exempt players in Patterson Cup competition on Aug. 11 at Concord and Radley Run CCs.
Defending champion is three-time winner Michael Tash of Tavistock CC, one of 10 players in the history of the event to capture three or more titles.
